The Government of the Republic of Cuba considers, with
respect to the provisions of article 19 of the Convention, that any dispute
arising between Parties should be resolved by direct negotiations through
the diplomatic channel.

2. The German Democratic Republic
had signed and ratified the Convention on 16 May 1986 and 15 September
