Description of Duties

Under the direct supervision of the Head/Deputy Head of the Human Rights Office, the incumbent will perform the following main functions:

- Ensure up-to-date information regarding substantive matters in the field of human rights and make recommendations on actions to take;

- Assist in the design and implementation of the human rights program of the mission and assist in the design and focus of its evaluation;

- Review, monitor and evaluate activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Commission on Human Rights;

- Support the work of treaty-established bodies and extra-conventional mechanisms and special procedures;

- Ensure the integration of gender perspectives and attention to specific women/girl's rights issues within all assigned human rights activities;

- Prepare relevant human rights parts of reports for the General Assembly, CHR, etc.;

- Meet regularly with the peacekeeping team including UN staff, national officials as well as Military and - - Police officers to plan projects and review project activities;

- Work with UN and non-governmental programmes in the country/region to integrate human rights, including gender considerations, in their programs;

- Make contact with other sectors of the UN, international organizations and governments on coordination and policy matters; brief representatives and provide, as appropriate suggestions and recommendations;

- Assist country military and police to develop and implement a training program in the field of human rights, international humanitarian law, democracy and the rule of law;

- Serve as team leader with responsibility for carrying out, in consultation with the Head/Deputy Head of the Human Office, work coordination and administrative functions relating to the staff, planning and budget;

- Train and supervise new/junior staff:

- Perform other duties as required by the Head/Deputy Head of the Office.

 

Qualifications

Education :

Advanced University Degree (Masters or equivalent) preferably in law, political science, international relations or other disciplines related to human rights.

Experience :

At least 7 years of progressively responsible work experience in assigned geographic locations at national and international levels in the human rights field, including in the cause and resolution of human rights conflicts in accordance with international standards.

Language :

Fluency in English (both written and spoken). A second UN official language desirable.

Other Desirable Skills :

Good knowledge of the region or country of assignment, to include knowledge of the political environment and legal statutes as they pertain to human rights. Expertise on internally displaced persons/returnees issues, gender and/or child protection issues is desirable.
