Description of Duties
Under the direct supervision of the Deputy Head of the Human Rights Section, the incumbent will perform the following main functions:
- Conduct substantive research and analysis of human rights issues/events and assess their impact on the human rights situation in the country;
- Collect and analyse human rights indicators in region of assignment, including gender-specific indicators;
- Ensure the integration of gender perspectives and attention to specific women/girl’s rights issues within all assigned human rights activities;
- Ensure human rights issues, including gender considerations, economical social and cultural rights are integrated of into political, humanitarian and economic efforts and programmes;
- Define work plan for area assigned in accordance with established terms of reference;
- Assist the Head of Human Rights Section in drafting training programs with the judiciary and police in the field of human rights, democracy and the rule of law;
- Supervise field verification work through periodic visits; follow up on different cases and situations verified by the regional offices;
- Represent the UN Human Rights Office at working level meetings;
- Direct capacity-building efforts on human rights in region of assignment;
- Write a variety of reports, communications, briefings, statements, etc., including to policy-making bodies;
- May provide guidance to new/junior staff;
- Perform other duties as required by the Head/Deputy Head of the Human Rights Section.
Qualifications
Education :
University Degree (Bachelors or equivalent) preferably in law, political science, international relations or other disciplines related to human rights.
Experience :
At least 5 years of progressively responsible work experience in assigned geographic locations at national and international levels in the human rights field, including in the cause and resolution of human rights conflicts in accordance with international standards.
Language :
Fluency in French and English (both written and spoken). Another UN official language is desirable.
Other Desirable Skills:
Good knowledge of the region or country of assignment, to include knowledge of the political environment and legal statutes as they pertain to human rights. Expertise on the fight against impunity, judiciary training, national institutions, and gender and/or child protection issues is desirable.
