Description of Duties
Under the direct supervision of the Head/Deputy Head of the Human Rights Section, the incumbent will perform the following main functions:
- Ensure up-to-date information regarding substantive matters in the field of human rights and make recommendations on actions to take;
- Assist in the design and implementation of the human rights program of the mission and assist in the design and focus of its evaluation;
- Review, monitor and evaluate activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Commission on Human Rights;
- Support the work of treaty-established bodies and extra-conventional mechanisms and special procedures (including the independent expert of Haiti );
- Ensure the integration of gender perspectives and attention to specific women/girl's rights issues within all assigned human rights activities;
- Meet regularly with the peacekeeping team including UN staff, national officials as well as Police officers to plan projects and review project activities;
- Work with UN and non-governmental programmes in the region of assignment to integrate human rights, including gender considerations, in their programs;
- Make contact with other sectors of the UN, international organizations and governments on coordination and policy matters; brief representatives and provide, as appropriate suggestions and recommendations;
- Assist country police and judiciary to develop and implement a training program in the field of human rights, democracy and the rule of law;
- Supervise field verification work through periodic visits; follow-up on different cases and situations verified by the regional offices;
- Serve as team leader with responsibility for carrying out, in consultation with the Head/Deputy Head of the Human Section, work coordination and administrative functions relating to the staff, planning and budget;
- Train and supervise new/junior staff;
- Collect and analyse human rights indicators in the region of assignment, including gender-specific indicators;
- Ensure human rights issues, including gender considerations, economical, social and cultural rights are integrated of into political, humanitarian and economic efforts and programmes;
- Represent the UN Human Rights Section at working level meetings;
- Perform other duties as required by the Head/Deputy Head of the Human Rights Section.
Qualifications
Education :
Advanced University Degree (Masters or equivalent) preferably in law, political science, international relations or other disciplines related to human rights.
Experience :
At least 7 years of progressively responsible work experience in assigned geographic locations at national and international levels in the human rights field, including in the cause and resolution of human rights conflicts in accordance with international standards.
Language :
Fluency in French and English (both written and spoken). Knowledge of another UN language is an asset.
Other Desirable Skills :
Good knowledge of the region or country of assignment, to include knowledge of the political environment and legal statutes as they pertain to human rights. Expertise on the fight against impunity, judiciary training, national institutions, gender and/or child protection issues is desirable.
