Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, notwithstanding any other provison of law, no part of the compensation for the property taken by the Act of September 2, 1958 (72 Stat. 1762, Public Law 85-915), shall be subject to any lien, debt, or claim of any nature whatsoever against the Standing Rock Sioux Tribe or individual Indians entitled to the compensation except delinquent debts owed by the tribe to the United States: Provided, That upon determination by the Secretary of the Interior that no hardship to the individual Indian debtor will result from the payment of delinquent debts, such compensation shall be subject to delinquent debts which are owing to the United States or to the tribe by the individual Indian entitled to the compensation for the property taken.
