2. A new section 29 and reading as follows is added to Order No. 2509, as amended:

SEC. 29.

Deputy Solicitor. The Deputy Solicitor of the Department of the Interior may exercise all of the authority of the Solicitor, including the authority vested in the Solicitor by sections 20 through 28, inclusive, of this order.
