Order No. 2508, as amended (14 F. R. 258), is further amended by the addition of a new section, reading as follows:

SEC. 33.

Vocational training. (a) Except as provided in paragraph (b) of this section, the Commissioner of Indian Affairs may exercise, in accordance with the provisions of 25 CFR Part 48, the authority of the Secretary under the act of August 3, 1956 (70 Stat. 986, 25 U.S.C. 309), with respect to the administration of a program of vocational training for adult Indians.

(b) The authority granted in paragraph (a) of this section shall not include authority to:

(1) Prescribe rules and regulations.

(2) Waive the regulations in 25 CFR Part 48.
