By virtue of the authority contained in section 3 of the Act of June 17, 1902, 32 Stat. 388, as amended and supplemented, 43 U.S.C. section 416 (1964), it is ordered as follows:
Subject to valid existing rights, the following described public land, which is under the jurisidiction of the Secretary of the Interior, is hereby withdrawn from all forms of appropriation under the public land laws, including the mining laws (30 U.S.C., Ch. 2), but not from leasing under the mineral leasing laws, and reserved for the Navajo Indian Irrigation Project:

The area described aggregates 40 acres in San Juan County.
The rights to all oil and gas, and other hydrocarbon substances, helium and carbon dioxide belong to the State of New Mexico.
